The place has significance for its part in the urban and industrial development of North Fremantle, having served as the first and main institution for public education in the district from 1894 to 1967. Its architecture is typical of public works from the period in which North Fremantle's initial development took place.
In July 1983 the place became the first Bail Hostel established in Australia.
The planning of North Fremantle Primary School (fmr) is well resolved for its original function as a school, reflecting the high degree of technical and creative skill of the Public Works Department of the time. The building embodied a number of aspects that were innovative at the time: the building was designed as one of the earlier mixed sex schools, its classrooms were focused around a central hall, classroom windows were placed in such a way as to maximise natural lighting and allow for cross ventilation, and future expansion of the school was taken into account with the initial design. Although many schools of the late 1890s were based on similar design principles, no two buildings were identical in plan.
Some significance may be attributed to the place for its association with George Temple Poole, the architect believed to be responsible for the initial design of the building, who has since become recognised as one of State's most important \ architects. Some significance is also attributed to the relationship of the place with Mr. Tonkin who was a teacher at the school and later became the State Minister for Education and Premier of Western Australia.
