This dam was built to keep wild camels out of Warburton Community. It is fed by ground water. With over 100 camels using the dam at time of upload, the water level is low because they're consuming a large volume of water
(28th December 2019 filmed; 29-Dec-19 uploaded).
When there are a lot of camels, they foul the water, which is why the water is black in December 2019 uploaded photos compared with 2017 photos. I've annotated the 2017 photos to indicate they were taken earlier, before there was a large quantity of camels using the dam.
